Three year sentence for Iranian Baha'i

Mr. Siamak Ighani, a Baha’i resident of Semnan, Iran, has been sentenced to three years in prison for propaganda against the Iranain Government and teaching the Baha’i Faith.
Human Rights Activists News Agency (HRANA), Minorities rights division, has reported the following: A Baha’i resident of Semnan ( Mr Siamak Ighani ) has been sentenced to a 3 year prison term by the Revolutionary Court of Semnan. He has been accused of activities against the Government of the Islamic Republic and teaching the Baha’i Faith. This verdict is final; however, a review has been requested and forwarded to the Provincial Appeals Court.

    I’m confused… if the verdict is “final”, what purpose is there in forwarding a review to the Provincial Appeals Court — or is that too, just for the sake of appearances?

    Haven’t the Iranian authorities been saying no Baha’is are persecuted for their religious belief, only for crimes? How did teaching the Baha’i Faith become a crime?
